How much energy is needed for hydrolysis vs boiling the water (like a traditional water heater).
If you're using natural gas its got a 99% efficiency so you'll have a hard time beating it.

By design, it would have a lower wattage than the battery, so you would lose energy when compared to just heating a piece of a conductive material by running the electricity through it.

from what i understand people do this, just with a few steps in between. typically the oxygen/hydrogen torches don't use the same ratio as pure electrolysed water for some reason. i'm sure you could find some more info about it on /diy/

The reason why you use different ratios is because often the perfect stoichiometric ratio doesn't actually burn as hot as a lean mixture.
