The dimples are to to prevent flow separation that causes low pressure regions behind the object.
They would work better near the trailing end.
But for rockets, they have a source of thrust at their back end so there is not really a low pressure region that needs to be eliminated.
For the car in your pic, you would really only need dimples around the back window and around the tail (and maybe on the mirrors).
