A frictionless plane is similar to ice. If both the wheels and plane are similar to ice, it would be very hard to move.

Friction is what gives wheels grip on a road.

No, because friction is what makes the wheels move. If both were frictionless the wheels would spin in place. The motion is still being generated by the engine, so the wheels continue to move. However there is no force exerted on the plane and the block isn't being propelled by the engine.

Well, wheels would also stick by gravity and electromagnetic forces.

So because the surfaces here are frictionless, we can accurately describe the block as levitating exactly the same way a magnet would levitate another magnet. The top block just has an engine that spins some of its components while levitating.

all contact forces are electromagnetic. also i'm pretty sure contact between two perfectly smooth surfaces would have really high friction as there is large contact between the surfaces right? i guess if the wheels where perfect circles this wouldn't be the case.

In this scenario there's no wheels, just a block with a rocket attached to it (no movement in the z direction), the block is still in contact with the frictionless surface.

Who will the block and rocket behave in a scenario where air is present vs. one where there's no air?
