I just don't see how that is going to add any force physically in a logical manner.
A vacuum is a lack of force, mass, a lack of anything really physical, so therefore it cannot provide a negative force like the one you mention.
By negative I mean you are saying the pulling out of exhaust is propelling the device forward or in the opposite direction.
Even for instance, it is a terrible application compared to the vacuum of space, but a vacuum on Earth can only take things and "suck" them in. So even if the vacuum of space did provide a force (which it can't) then you would be left with an actual deceleration and not an acceleration or a forward momentum.
