these guys are adding salt, so it will create gaseous Cl2, gaseous H2 and O2, and Na ions in solution. After electrolyzing a decent amount of the fluid, you will get concentrated a sodium hydroxide solution, NaOH.
as to the disinfectant properties of this, I can't say, but it'll burn through wood if it's concentrated enough so who knows what they're doing.
