The problem is that not everyone has access to education in proofs in High School (there are programs though, like prèpa, Further Maths or Olympiads) so most of the time it is better to progressively introduce the students to proof-based math slowly.
Remember that for many math majors, Real Analysis tends to be the hardest course, so it wouldn't be wise to make students lose a semester or get disillusioned with math early on.
