Let x be the number of officicers and t be the average number of tickets per officer.

You want to maximize
x * t
where
t = 24 for x <= 8
t = 24 - 4*(x-8) for x>8

You will see quickly that it is maximal for x=8.

Why? Problem talks about ADDING officers. Even though it does turn out they're best off removing one - IF it holds true that the average increases when officer number goes down, which isn't definitively stated. Bad wording.

Total revenue =(rt-c)x

Where
r = average revenue of a ticket
t = average tickets per officer
c = average officer compensation

t = 24-4(x-8) = 56-4x

Total revenue = 56rx-cx-4rx^2

56r-c-8x = 0

x = (56r-c)/8
