I'm not trying to play semantics. Maybe the better question would be; if another universe existed besides our own with different particle physics, chemistry, gravitational constants. Would you expect this universe to have identical math at a fundamental level as our own?

Not necessarily. Particles are somewhat of an abstract oddity. In a universe in which there are no such discrete entities to be observed, it is not clear that a fundamental level of math might necessarily include natural numbers.
