As such, it has potential to produce innovative solutions but very few of its funded projects are likely to succeed.
Besides that all, let's not forget that:
1) the total endowment of the Gates foundation is about 46 billion, but only a small fraction of that goes towards a SARS-cov2 vaccine.
2) Oxford isn't exactly strapped for cash, especially at the moment
3) The majority of cost for vaccines lie in their mass production rather than the R&D that precedes it, and the former will more than likely be carried by the respective governments rather than scientific organizations and their investors / funding agencies
4) no one has actually succeeded yet, clinical trials are still ongoing
