Could it be possible for us to create "naked" charged kugelblitzes and observe them? would it be possible to sustain them, or any minor black hole for that matter? what could we learn if we attempted to make naked singularities? Would there be concern for a true vacuum collapse?

Yes- the idea is that it could be easier to create black holes using light since the matter method is... well, you require some pretty big ass stars to do it.

I was wondering if it would be possible to incorporate a charge into the black hole- like how a blackhole could theoretically become positively charged if you made it out of a shitload of just protons- and furthermore if we could make it naked through this.

You could. The problem is that as it acquires a charge it is going to repel other like charges. It is always going to want to remain neutral.

As far as I know there was never any cosmic censorship applied to sub atomic particles.
Not to say this couldn't be ultimately wrong but it appears that nature doesn't let naked singularities exist.
Hell if quantum mechanics ever recconciles with gravity the singularities should vanish which would put OPs question in range of a better more definite action.
