Sure, it means any arbitrary string occurs with a probability of 1, but when dealing with infinite sets, doesn't "probability of 1" only mean "almost always", not "always", meaning it could still fail? Same way "probability of 0" means "almost never" but an event with a probability of 0 can still happen.

this is for continuous probability, where probability density starts to be the real way to discuss things
pi has countably infinite digits, nothing continuous there, probability works the way you expect

I think the main issue is that you can't say ahead of time that those values would appear earlier if you use the same number(s) every time, so on average you would add another step for no benefit, just as the pi lookup step added no benefit.

If you were actually using an infinite sequence of normal numbers, you would never complete the data lookup. (Also, you could stick with jumping around in just pi anyway.) So you would need to specify the number of iterations to complete, and we're back to storing an arbitrarily large piece of data.
