Not really. Eugenicists tend to have a sophisticated view on what traits we should select for and it tends to be 'positive' selection rather than negative. In short 'the old and anyone with an illness' doesn't remotely align with who would be phased out, for example a smart, law abiding doctor who has a cardiac arrhythmia is worth more than a physically healthy black and beyond that at no point is there a desire for people to die when you can just have the better traits reproduce more.
