QM can be modeled by Turing machines (this is one of the main reasons people believe in the Church-Turing hypothesis, it's just very inefficient). Celular automata are Turing complete.
So it's theoricly possible

that picture isn't accurate because in order for pi = 4, you'd have to continue to do that in a away where the length of any arbitrary edge is an integer multiple of the shortest edge. And since you can't do that to approximate a circle, pi does not equal 4.
