A similar thing happens with a penis getting filled with blood. Chemical signals expand the arterial veins and constrict the vascular veins. Inward flow becomes larger than outward flow. This creates a build up of blood in the penis that fills up the Corpus Cavernosum until errection is achieved.

The difference between growing and showing has to do with the elasticity of the tissues, a function controlled by the amount of collagen content of said tissues.
