On the other hand, using we in a textbook is acceptable because of the cooking reciepe reason mentioned, it evokes a serting of inclusion of the reader.
Using we in the first sense where there is only one author is unacceptable.
Using you in a paper is considered a bad style, however my personal opinion is that it is not as bad as a single author using plural when referring just to himself.
Using you in a textbook is of course fine
