IMO if you take an infant, stuff them in a darkened box that sound proofed, provide them food, water, and any other basic survival needs, then wait till they become adults, they're basically retarded due to brain atrophy and can never recover.
During formative years if the brain doesn't get the right stimulation it doesn't form correctly.
