How would one go about genetically engineering a tiger to remain in a cub-like appearance for its entire life?

Full disclosure: I'm asking since apparently guys who breed tiger cubs literally get laid by attracting beautiful women with their cubs, and I personally do not want to engage in illegal breeding (nor do I want to deal with an eventual adult tiger).
