In general, if an average probability of an event happening per unit time or per unit space is given, and you're asked to find the probability of N events happening in a given interval or time or space, then the distribution is Poisson.

If the exact probability of an event happening at an instant is given or implied, and if you are asked to find the probability of k events happening out of n trials, then the distribution is binomial.

Here, the problem says "a magazine contains an average of 1 error per page". This is an average per unit, so the distribution of N errors per page is Poisson.
