you can feel that when you lift the tub, that there is also some extra weight, despite the toy floating
well, if you put the toy under water somehow (lets say that it gets filled with water and sinks) its still there, and you can still feel its weight
if the fluid displaced, be it gas or liquid is overall heavier then the object submerged in it, then it will lift
that's why, it's kinda possible to reduce the weight of the system, with helium or something, but the problem is that by the time you have enoth displacement for the ball to have at least 1:1 air mass displacement to weight ratio, the ball can no longer even fit in the glass
