The person who is in charge of the CAPTCHAS are actually East Indian computer programmers practicing their English.
They generate questions for you to solve: In OP's example, we see a CAPTCHA behaving as some sort of guardian, when in reality it's a cleverly disguised ruse by an East Indian who's learning English. The real purpose of a CAPTCHA is to trick regular Americans on the internets to help East Indians learn English by the East Indian posing a question (in this case, a palm tree) and the American confirming that palm trees are what's depicted in the properly selected pictures.
