Jellyfish were the ubermech of mental power, real super geniuses in their time, before something smarter came along. And repeat.

Some ayys millions of years ahead of us could see the earth as it is right now, and conclude there still is no intelligent life. Our cities are just ant hills to them.

or, which I think is more likley; these alien ubermensch are probably perfectly evolved for whatever environment is perfect for them and they never move an inch. To think that during our species lifetime, or even after that life will get "smarter" is a bad assumption.

I think it's more likely that the vast majority of species never reach anything close to what we would consider intelligent at least on a planetary scale.

However, if you widen your view, I think it's very likely that in this universe, Intelligent life is inevitable,

Basically, yes if you only consider earth-like life. The real hurdle is going from single-celled things to large-multi-celled things (which took a long time on Earth). After that, everything developed really quick.. comparatively.
