They're developing them largely on grant money and continued investment from companies like google and microsoft.
So the short answer is no.
Long answer is someone will probably figure out a novel solution in 5-10 years that works better. QC will never completely replace CC, but we might see specialized components like GPUs for it in the future, or cloud based systems.
