Sure, China was acting like a child that had found their dad's chemistry set and just wanted to mess about with it just for fun. But in this scenario the dad would be the United States, who's supose to be supervising their child playing with the chemistry set, telling them DON'T MIX THOSE CHEMICLES TOGETHER IT'LL MAKE CHLORINE GAS!
China wasn't up to the task. The US knew this, but the US abandoned China anyway. The US is partially to blame here, so they're going to spin the "no man made virus" story just has hard as China will in order to avoid blame.
