It's a good question and, to get to an answer, it would be good to establish whether the Riemann zeta function in particular difficult, or if making positive statements about some funky real function isn't generally a hard nut.
I'm getting at the fact that the zeta function is singled out because it's relation to the primes, but the problem (the Riemann hypothesis) might just generally be uncomfortable.
Naively, I'd take a look at the Weil conjectures and just conjecture that R is just a shit big objects, as soon as you can't takle it just abstractly/field theoretically.
