Option 2: The moon landing was a hoax, so either the thousands of scientists and engineers who participated were somehow tricked into thinking they built something that could go to the moon, but couldn't despite the fact that they are the people who would know more than anyone if it could, or those thousands of people were all in on it and not one of them has spoken out in 50 years. AND the USSR was either in on it, so the entire cold war was also a hoax, or the US somehow tricked them into thinking they launched a rocket to the moon when they didn't.
