In the presence of mass space gets curved and time passes faster. Which would mean that in the center of our galaxy wehre there's more mass space is curved more and time passes faster. And that might mean that there are civilizations far ahead of ours just beacause they had had more time to evolve. Please discuss.

When you start thinking about time being relative, a whole Pandora’s box opens up. Also, I have been thinking recently, wouldn’t long distance space travel be really difficult? Some of the light we see in our sky is coming from stars that have been long dead, and some new stars light hasn’t reached us yet, same goes for planets as they reflect the light of their nearest star.

You could be right but it doesn't matter. Look at our history, especially the last 3000 years, and then look at cosmic time. Our history is incredibly short in comparison, another civilization doesn't need time dilation to have more time than us, they could simply have been born earlier and hit the point we hit 3000 years ago 10000 years prior instead, imagine where we will be in 12020AD.

Time dilation may affect it but it's rather insignificant compared to just happening to be born sooner.

Imagine a game of civilization or another 4x, with the right strategy and buildorder you evolve faster, but if you would start some urns earlier than the other civs you would be ahead of them, right?

Would it not be the opposite? As an object approaches a black hole, it slows down from an outside perspective. If you're closer to the super-massive black hole at the center of the milkyway, you experience less time than someone at the fringes.
Either way, the effect of time dilation doesn't make that big of a difference until you get to really, really massive objects.

But civilization is a game, it doesn't accurately model the progress of technology and society. Civilization models progress as a linear progression, with each step building on the last. That sounds good, and looking around us in present times it seems right. But it fails to model regression. Humans go through 1000 year long periods of regression where economic power and technological power shrink. It also doesn't account for stagnation. Also, right now we are in a technology explosion, we don't know if it will keep going or stagnate. There were great periods of stagnation in human history. I think that the progression of intelligent civilization might be very unpredictable. So more time might not necessarily mean more advanced.

You have to consider it took 4 billion years for life to evolve from single cells to multi-cellular beings (1 bi) to great apes (3bi) to organized technological society (1 mi). In that time frame, time dilation becomes a factors; mainly when other planets could've suffered more mass extinctions than us
