Minority status helps a bit at top schools. You still need a good application to have a shot, and you're not guaranteed even with the diversity boost, but it does help.
Outside of top schools it's so easy to get in that they don't have to reject qualified applicants, so they don't need to bother with any considerations other than whether or not your grades suck.

Assuming you are American it's one of many factors put together in admissions and how you frame yourself up which is how some people of the same situation get in or don't.

Now, if it's your generic state school, then yeah it is easier, though it's not like 1100 SAT is a hard score to beat.
