What is meant by "universal consciousness" is rather that all things in the universe posses the potential for consciousness. Specifically, they emit qualia. The more complicated the system, the more emergent "things" from it, the more qualia "emitted" or "created".
Consider computer consciousness, what it may be like. Well we have no clue so lets look at what we *can* measure, same as we do with human consciousness. We pretty much assume if theres no behavior to reflect it it isn't there. Well with computers instead of consciousness lets look at "On-ness". When a computer is on and functioning, it can be interacted with intelligently to accomplish many tasks, connect online etc. There are different states of On. for example one might not have an operating system installed, in which the computer can be On but incapable of functioning beyond a degree of a BIOS message asking for an operating system.
But what is Onness? how does it come about? Actually, its universal, everything already has the potential to be on, as it has electrons in it that flow. Randomly usually, so mostly at a level that can be considered effectively 0. But form a wire and some chemicals and you push the electrons, maybe through a filament that glows and you've got one of the most basic On systems. Make it more complex, and essentially there are more small bits that are On which build to the whole of the thing which is On, eventually leading to a computer which when On can do amazing things.
Some theorize about philosophical zombiecomputers, computers which behave exactly like normal ones, except they aren't actually On. It should be obvious how nonsensical the concept is. Since the very nature of a computer is directly correlated with it being On, it is impossible to separate the concept of its behavior from it being On.
