It can only work as a hint as long as the puzzle is meta. If a puzzle has multiple solutions, then saying the puzzle has a unique solution is a lie
If the puzzle has no solution, then saying the puzzle has a unique solution is also a lie
If the puzzle has one solution, then the hint wouldn't give you any information you didn't already have. However, if part of the puzzle is selecting the puzzle itself (from a list), then the hint would help.

This is false. Advanced Sudoku is rather difficult and requires the use of a number of very, very complicated techniques. A short computer program could easily solve any simple Sudoku, but it would need to be either literal brute force (recursively fill the grid with numbers that can go in a given box) or very, very complex in order to implement all the techniques required to complete certain Sudoku puzzles.
I mean just check out techniques like Jellyfish or Slot Machine. Some puzzles require these to move forward unless you bifurcate and just pick a number somewhere nonlogically to see if it works.
