Why haven't we made a fully functional flying saucer that could carry people and fly into the space?
Is it difficult to design such an aircraft? or is it proved to be inefficient?!

Ummm... because a saucer shape is completely and utterly anti-synergistic to launching something into space or flying in atmosphere.

the only way to launch the thing would be to shoot it like a frisbee upward since its base "floating" look would be hell on air resistance, and its shape likewise wouldn't provide lift for actually flying in the air.
