Ok think of it this way, if/then/else is the main programming paradigm that is used with current age of programming tech.
Neural Networks are based on if/then/maybe and don't necessarily need a structured logic because if the answer isn't related to a particular probability (think p value in stats) then the data table is updated to include the reference of things that worked.
