Found it. It's B.
First and second columns are shifted to the right. Third column becomes first but first and second rows are shifted down, third row becomes first.

At every step, triangle becomes cross, circle becomes triangle, and cross becomes circle.

bingo! It did occur to me the shifts and replacements, but I didn't get the the down shift of the first column so the it didn't click into place.. also I tried rotations too, since the last 9x9 square in each row is the first on the next one rotated clockwise (I guess it was a trap :P)
