If you view the universe from a 5D perspective then all events do happen at the same time without sequence.

So if you could send information through the 5th back down into the 3/4th that we inhabit there would be no speed limit. In fact you could even send information backwards in time. However, guessing you mean that we send the information from the confines of the 3/4th dimension that we inhabit, then the speed limit is relative anyways and therefore not a limit. Of course everything is relative to C which is our only baseline since light is mass-less.

That doesn't make sense, having a discrete tick doesn't mean the speed is finite, because speed is defined in terms of the tick.
A world in which state s(n+1) depends on s(n) and particles can travel through the entire universe in one tick could exist

This means space itself is continuous or the system is isomorphic to one with discrete time
(a continuous function that can be computed perfectly using finite discrete steps). If space itself was continuous you could encode infinite information just using relative position of two particles, which is almost certainly not our universe
