Developing vaccines is tricky business. There's general guidelines but no set formula. They have to find a way to shut down something vital in the virus without shutting down something vital in you or me. The more likely answer is at some point you're going to come into contact with the virus, your body isn't going to know what it is until it starts destroying your cells, your immune system is going to go into red alert and you'll get rid of it like you would with any other virus.
The reason it's spreading so fast is that it's new, once the majorities immune system catches up we'll be mostly fine. After that it's just a wait and see with a vaccine. The whole reason they're quarantining right now is so the virus can't spread so fast that it compromises the ability of the hospitals to deal with the cases coming in.
