Top-tier US schools will continue to have legitimate undergraduate programs. Everyone will stealthily transition into glorified community colleges, and the reputation of American graduates who aren't from the Ivies or a handful of other schools will plummet. Elites will be fine, the underclass will get Pell Grants and gibs after they can't find jobs, but normal middle-class midwits are going to get fucked. Say goodbye to upward mobility.
It's already happening. American universities (except Harvard et al) carry little clout in China now--they've viewed as the safety schools for dumb rich Chinese kids who couldn't score high enough to get into a Chinese university. Sure, there are still niches for certain industries and degrees, but overall, Chinese firms prefer Chinese students to those who studied abroad. The market will respond to declining US standards. There's not law of the universe that says US has to always equal prestige. We're watching an Empire decline.
