What do people mean when they say time is an illusion?

I'm not talking about Einstein. Einstein merely pointed out that time is not as consistent as we think everywhere in the cosmos. I'm talking about people like Immanuel Kant or Carlo Rovelli that consider the very concept of time to be an illusion

Well, many people consider time to be the 4th dimension and for good reason. Many complex formulas line up with the idea that time is a dimension we traverse, much like the X, Y, and Z plane except that we are forced to go at maximum speed along the T(ime) plane.
For instance, as you approach speed of light/causalty time dilation means you travel through time more slowly, as you can only move through dimensions at a constant rate. Einstein did suggest this with relativity. Many people believe that this means time is an illusion; i.e. a 4th dimensional being would experience our 4th dimension normally, timelessly, while seeing the 5th dimension as "time".

Who knows? It's all philosophical conjecture with loose scientific bearings, much like shit like the MWI. The idea here is that a being of dimension X cannot comprehend dimension X+1 except through either experiencing it over time or mathematically - which is odd since by mathematics all dimensions behave the same.
Of course Einstein's relativity is based on the fact that the 4th dimension IS time, but he also understood that it intuitively doesn't really make sense. That's why it's called space-time continuum - there's the 3 space dimensions and the 4th unique dimension, time. But mathematically, things are a lot easier if we just consider time as the 4th dimension.

I think it's that you are always moving through spacetime at the speed of light. If you stand still in the xyz dimensions then you're moving through time at lightspeed. If you move through the xyz dimensions quickly, you'll move more slowly through time. Massless particles do not have the ability to move through time, so they are stuck going through space at lightspeed.

It means that time is a tool that helps humans translate position between two or more bodies into "clock time" to know how late it is or what year it is. The universe itself doesn't care about what time it is.

They simply mean there's no particular reason to choose "we're passing through time" over "time is just an extension of spatial dimension".

To put this simply, imagine if people were triangles. If you take a four-sided Z-axis-oriented pyramid and take intersections with XY-parallel planes across the Z axis, the continuous sequence of intersections would appear like triangle is passing through "time". So from triangle's perspective, Z axis would be time, but the whole pyramid is still there regardless.

So our whole life is just the pyramid cut across Z axis from z_1 = time of our birth to z_2 = time of our death.

People say that things like time is an illusion because there is no distinguished notion of time. In general relativity time translations are really gauge transformations and therefore we can't observe it in an absolute sense. In quantum gravity the physical states of a system are states in the nullspace of some operator which can be specified by some theory like Loop Quantum Gravity for example . Physical evolution through the null space of this operator can then be parametrized by looking at relational variables i.e. instead of asking what time it is, it makes sense to ask what is the value of some scalar field at a given instance. A practical example is that we can ask tell how old the universe is by asking what the temperature of the CMB is and we can ask how many revolutions the earth would have to make around the sun for the temperature to get that low.
