But that seems besides the point.
CO2 is emitted by production, not by people.
This leaves you with two options, either you do nothing against overpopulation and are forced to perpetually stop all social development and even deconstruct the western economies.
Or you try to force western countries to become more sustainable while trying to downsize the Earth's population to a point where production and the economy are coherent.
The issue with your thinking is that you attribute production to people. This line of thinking can not lead to any solution unless you genuinely believe that you even COULD stop economic development.
It is an INHERENT fact that those people at the top will cause the most production.
