Because without a vaccine, things really will never be safe to open up without another explosion happening (Unless the majority of the population becomes immune).
It only took a mere handful of cases less than half a year ago for New york and much of the country to become a hot zone, even if we get the numbers down to less than 100, the second we open up businesses again it'll be back to a meltdown in a matter of months.
Because without a vaccine, things really will never be safe to open up without another explosion happening (Unless the majority of the population becomes immune).
