Because its the amount of hydrogen ion in the water.
If ph is 10, it means 10^-10 moles of hydrogen ion.
if its 2, it means 10^-2.
And 10^-2 > 10^-10 so it means more H+, thus making it more acidic

I was just measuring pH of a casing made of peat and vermiculite for mushrooms, I noticed when I added lime to buffer the acidity of the peat last time it didn't seem to work, no mushrooms grew at all. I measured the acidity of the casing with just peat, 4.5, added my normal amount of lime (5%) and measured... fuck, 13. I was aiming for 7.
