East Asian countries have more epidemiologic experience both from SARS outbreaks and from actually managing to control the spread of covid. And their virologists recommend mask use for general population.
Second, it does not matter whether we are talking about P100 respirator worn by an experienced doc or a homemade cloth mask worn by a random person. Both are better than nothing and should be recommended.
