Can emergent phenomenae be infered from the description of the spatial distribution of the constituents of the whole?

Can random processes be predicted? If their randomeness is just aparent and the order can be described at a sufficient scale.. wont that level of analysis behave apparently chaoticly to the next level? Is there a Planck constant of information. Are there quantums? Or there will be smaller packages. Maybe its all a matter of how hot you are and how big
