Regardless of this, but especially if this is the case, there might be a difference between "self sustaining colony" and "colony capable of re-building the human race to its former level of achievement in the event that Earth is sterilized". Like, self sustaining is one thing, but if you are just capable of growing your own food, maybe building simple structures out of regolith, maybe refining some common metals from natural sources, then you will have a hard time building a rocket capable of getting to orbit any time soon, let alone restoring an interplanetary civilization.
I Dont think you are wrong, but I think that a true "just in case" kind of colony capable of ensuring our survival is a longer prospect than just having a self sustaining colony.
Also, its possible that we dont hear communications from other civilizations because they simply are not talking to us. I'd imagine that unless they deliberately punched a very powerful signal in our general direction, we would have a very, very hard time picking it up. And even if that were not the case, its also possible that they are no longer using radio or other EM radiation for communication, but instead something better. Maybe not likely, but possible. That would also beg the question of why we dont see the transmissions from before they developed that technology though.

Consider: A civilization develops to the point of being able to receive communications from other star systems, but they receive no such communications. Eventually, they start to worry that there is something they should be hiding from, since clearly everybody else is doing the same.
