Either someplace with very good soundproofing (the absolute best would a bunker with thick concrete or a totally floating room) or out of the city. If you have tried this, you know why I say this. That said, there is huge differences between different types of earplugs and earmuffs. Both in overall reduction and the frequency profile. Active noise cancellation seems to be key to reduce low frequencies and a great supplement to passive means.
