It's the set of all tuples $(b,b') = (3m,2m)$ such that $m$ is a natural number (my convention is that the natural numbers are $\mathbb{N} = \{ 0, 1, 2, 3, \ldots \}$ ; some people take $\mathbb{N}$ not to include 0, but for this problem that convention doesn't matter anyway).
