Trolley Problem Covid19 variation

So I see a very serious problem emerging in the way Covid19 is being handled, so I got an ethical question for you /sci/

Lets say there is a trolley and you're the only person in the world with the power to flip the trolley switch.
1) If you decide to do nothing a man will die.
2) If you flip the switch the man lives.
Q) If you decide to do nothing, is that murder?

I know that's hard to imagine why someone would not flip the switch, but what if you just didn't like the guy?
I ask this now, in response to Covid19 as some entities may view the outbreak as an opportunity passively eliminate their enemies.
Now, no matter how you answered this ethical question, I have 1 more question for you.
Which way is Trump going to view this ethical problem? and what does that mean for US citizens in blue states?
