how powerul does a laser pointer need to be for you to be able to see the beam itself, and not just where it lands?

You need to have something in the air for it to reflect off of, like dust, smoke, fog, etc.

Lasers are just focused photons beams travelling through a medium

If there are no particles on the way capable of reflecting or scattering the photons, you can't see the beam

You can't see photons that do not reach your eyes desu
