While hostile governments use use the restriction of resources to eliminate their enemies, Trump is using restriction of resources to eliminate blue states. He's expressed this sentiment himself on national TV, telling the VP not to call/help governors of states he dislikes, effectively encouraging the virus to kill them all.
Africa and India will be fine compared to the US. They don't have a leader that's actively trying to kill their own people. The US is completely fucked!
