If you move at the speed of light time freezes. Does that mean light itself is frozen in time? If so, how can it travel at all?

Time does not pass for a photon. It leaves and arrives at the same time, subjectively speaking.
An outside observer would still mark the journey in positive time.

There is no reference frame in which a photon is at rest so it makes no sense to talk about the time perceived by a photon.
