Yes they still need to be concerned.
Although the population may proportionally less at risk there are less resources for those that need them. Institutions can easily become overwhelmed. Plus there will be a lot of youths who are dependent on the people that could potentially fall ill. Maintaining order might be an issue.

Yes since those young people there are certainly not going to get any decent healthcare if they do end up needing it, and many of them are probably poorly nourished with weakened immune systems anyway
