You are going to get 2 separate answers depending on the education of those who respond. People in primarily first world countries will answer 16 as they are taught to answer a question left to right when operators have equal weight (addition and subtraction or in this case division and multiplication). While students in 3rd world countries use an older previously acceptable order of operations taught at the start of the last century to rewrite the equation putting a division mark as a fraction instead thus getting the answer of 1.

(2+2)=4
then multiply
2(4)= 2 x 4= 8
then divide
8 / 8 = 1

It doesn't depend on interpretation at all. If it was 1, the equation would be written as 8:[2(2+2)]. Point is, if you say 1, you're just not gonna make it.
